2.1 | Introduction |
The purpose of this section is to outline the key details about the site and establish existing site conditions that can be classed as issues or opportunities for improving sustainable travel. These are used to identify objectives and targets in the next stage of the process. |

The application site is a detached, recently refurbished, mainly single storey industrial property of part brickwork construction and part steel frame construction with brickwork elevations and a profile metal sheet roof covering, incorporating translucent roof lights. The upper floor measures 24.1 sq.m gross internal area providing office space. The ground floor in total has a gross internal floor area of 819.5 sq.m including entrance foyer, office 1, office 2, office staffroom showroom, lobby areas, services room, office toilet, works toilets, industrial/warehouse area 1 (eaves height of 3.98m), industrial/warehouse area 2 (eaves height of 2.84m) with access via a motorised roller shutter loading door providing an opening of 3.66m). There are no physical changes to the building. The proposed use is a strength and conditioning/performance centre training groups and teams together. The subject premises is located on Commercial Street, the site is surrounded in all directions by industrial buildings. There is Bankside Business Park located to the south, Coronation Point to the east and the Conway Centre to the north. With the exception of the neighbouring unit immediately to the north and east, all of the surrounding units are situated within their own enclosed gated industrial/business park, with their own parking provision allocated within their gated areas. The two neighbouring units not enclosed within a gated industrial or business parks namely Unit no 3 and the ‘Works’ building (situated immediately to the north and east respectively) are both served by their own off street car parking areas within enclosed yards. The application site is the only unit in this area that has minimal off street car parking provision and therefore relies upon on street car parking within the local road network to park cars. |

This also provides a dry area for the bikes to be stored making it a more attractive option for cycle users. For security reasons this will provide secure short stay cycle parking for 3 cycles prior to operation. This will be in the form of a sheffield stand fixed within the building. A secure storage room will be used for longer stay cycles to be brought and kept securely within the building/unit which is appropriate for members of staff. | ||

The purpose of the travel plan scope is to provide a series of outline objectives that aim to address issues and opportunities identified in the previous section. It then should define targets to provide a structure for delivering the travel plan. |

4 | Travel Plan Delivery |
4.1 | Introduction |
This section describes how the travel plan will be delivered on site. It provides a management strategy to ensure the final travel plan remains effective from the planning stage through to implementation, as well as a series of proposed measures and actions to carry out on site. This will be summarised by an action plan at the end of this section. |

The Travel Plan Co-ordinator will be responsible for ensuring all the initial objectives are met, namely the Sheffield short stay cycle stands are in place before opening, availability of long term indoor cycle storage. That relevant up to date bus timetables and location details are available and readily accessible at reception. Longer term objectives regarding encouraging car share initiatives and cycling to work or to the gym is encouraged through initiatives to be implemented within the facility over the course of the next year. The take up of this will be monitored. Annual monitoring will then be undertaken on the 14th March taking a survey of all existing users and employees, identifying their mode of travel and making a baseline figure which is then compared with the figures taken annually on the 14th March thereafter. Monitoring will be annual, then it be possible to establish whether the targets have been met. Both Sean Keefe and Zoran Dubaic will be responsible for monitoring and implementing the Travel Plan. |
4.4 | Management Strategy: Timescales |

Initial work facilitating the change of use internally has started, the site should be fully open and operational to users on the 14th March 2019. The cycle stands and indoor storage will be in place by this date. The relevant public transport details are to be fully displayed in reception by this date. | |

The managers have been an integral part of the development of the travel plan. They are the owners of the business, unless they sell their business they will continue to be the main people responsible for implementing the travel plan under the supervision and guidance of the Travel Plan Co-ordinator. In the case that the business is sold it will be written into the contract arrangements that the terms of the Travel Plan are fully taken on board by the new occupiers of the site. |

The initial costs are of the purchase and fitting of the Sheffield stand for cycle storage. The internal storage is no cost at all. The other initiatives are at no cost at all. The bike stands cost approximately £120 for the three stands. The bike stands and internal storage will be fully implemented by the 14th March 2019. Full details delivering information on local public transport will be on display in reception also by the 14th March 2019. Staff time will be required to manage the TP and possibly printing costs. These are to be covered by the general budget for the facility. |

A monitoring strategy of reviewing the mode of transport used by all users and employees will be put into place to be undertaken every year on the week around the 14th March. The Travel Co-ordinator will assess the results and re-assess the strategy with a view to improving it to help to ensure the targets are met. | |

The planning condition requires the approved travel plan to be operated at all times that the development is occupied and reviewed and updated on an annual basis. the plan will be monitored annually for 5 years, between 2020 and 2025. After this point, the frequency of monitoring shall be reviewed and agreed with the Council. |

5.1.1 | Summarise the outcomes of the Travel Plan Introduction (Stage 1) |
The travel plan has been produced as a direct response to a planning condition imposed on the planning aproval requiring a travel plan to be submitted and agreed prior to the operation coming into beneficial use. This relates to an industrial unit that has planning consent to change from a B2 General Industrial Use to a D2 Use. |

The Site is in a sustainable location with good access to local shops, services, excellent public transport links and cycling and walking opportunities. The area is a mixture of employment and residential uses, balanced and very sustainable. |

This has set out objectives to facilitate and encourage alternative forms of transport with both the employees and the users of the site to encourage cycling, walking, public transport and car sharing as an alternative to access by car with a single user. The overall aim to to reduce the number of cars that are used to access the facility. |

The measures and actions are realistic, short term and achievable. There are initial quick fixes that can be made to facilitate cycling with adequate storage provided and public transport to be encouraged through accessible information that is made readily available at key points within the facility. The plan does seek over the year to develop a more comprehensive approach, with car sharing encouraged through various initiatives and a more 'joined up' solution offered to all users of the site which works with their locations and destinations with a view to potentially embracing alternative forms of transport to a single user within a car. The outcome is a reduction overall in car use and in an increase in the use of alternative forms of transport. |

The Travel Plan looks realistically at how alternative modes of transport can be encouraged and facilitated by implementing certain measures and action points.
