The purpose of this section is to outline the key details about the site and establish existing site conditions that can be classed as issues or opportunities for improving sustainable travel. These are used to identify objectives and targets in the next stage of the process. |

The site consists of two adjacent parcels of land to the north of the M60 and to the west and south of a Tesco Extra which will be referred to as the ‘sales site’ and the ‘preparation site’. Marsland Street runs in a north west to south east direction along the north and east boundary of the sales site. There is a Tesco Extra to the north of Marsland Street. Marsland Street is some 7.3 m in width and has a footways to both sides. There is a turning circle with a bus stop and pick-up/drop-off point on its east side which serves Tesco Extra but there is no vehicular access to the Tesco car park from the turning circle. Marsland Street passes under the M60, which has no height restrictions and therefore provides sufficient clearance for car transporters and service vehicles. The sales site will be accessed off Marsland Street via two priority accesses. The main customer access will be located 25m west of the existing Tesco Extra bus / taxi drop-off turning circle opposite the site. A secondary access for service, staff and refuse collection vehicles is proposed 40m west of the main access. The existing site access, opposite the turning circle, will be closed. The preparation site will be accessed off Water Street, via an existing priority access that is to be retained. The access to the preparation site is located approximately 125m north east of the junction of Water Street/Marsland Street. |

Marsland Street then meets the A560 Great Portwood Street at a priority ghost island junction. There are dropped kerb and tactile paving crossing facilities across Marsland Street near the junction and a pedestrian refuge on Great Portwood Stree In the vicinity of its junction with Marsland Street, Great Portwood Street is a 10m wide single carriageway road which fronts various retail, employment and leisure uses. Great Portwood Street has ghost island junctions, bus lay-bys, occasional pedestrian refuges and a hatched central island in the vicinity of the site. It is street lit, has footways on both sides of the carriageway and is subject to a 30mph speed restriction. Great Portwood Street connects to Stockport town centre to the south west and to M60 Junction 27 approximately 250m to the north east of the Marsland Street junction. The Peel Centre Retail Park lies directly opposite the Marsland Street junction. The Portwood roundabout which lies to the east of the site provides access to the A560, Carrington Road and St Mary’s Way. Direct access to the M60 westbound is provided from the roundabout. For access eastbound on the M60, vehicles travel east along the A560 and join the M60 approximately 2 kilometres further east. Water Street runs from its junction with Marsland St at the south west corner of Tesco Extra and runs along the west and north sides of the store. Water Street meets the site access for the Tesco Extra which is a three arm mini-roundabout. Continuing to the north east, Water Street then meets A626 Tiviot Way at a signal-controlled junction which is some 250m east of the proposed preparation site. To the north-east, A626 Tiviot Way leads to a five-arm roundabout that provides access to residential areas such as Heaton Chapel and Heaton Moor. To the south, Tiviot Way leads to the M60 Junction 27 grade separated roundabout (known locally as the Portwood Roundabout), around 150m south of the Water Street junction. The section of Water Street which runs to the south from its junction with Marsland St has been covered with topsoil and grassed over following the construction of the M60. However, it is understood that the southern section of Water Street has not been stopped up and is still public highway. All roads within the surrounding highway network are of a good standard and suitable for heavy goods vehicles. Both Marsland Street and Water Street have carriageway widths in excess of 7m. The footway along the site frontage is approximately 1.8m wide and the footway along the Tesco frontage is up to 3m wide. Marsland Street and Water Street are street lit and are subject to 30mph speed restrictions. On-street parking on Marsland Street / Water Street is restricted by waiting restrictions which prohibit waiting at any time. |

The Travel Plan has been produced to discharge a condition relating to the construction of a Porsche Dealership on land at Marsland Street, Stockport. The overall aim of this TP is to ensure that on-site employees understand the travel options available to them, through providing easy and accessible travel options, thereby achieving a positive modal shift. In order to achieve this aim, the following objectives have been set: To increase awareness of the health, financial and environmental benefits of environmentally friendly modes; To encourage employees to adopt sustainable modes of travel for most of their journeys to and from the site (where possible); and To minimise the number of single occupancy car trips. |

The site is in a sustainable location and is accessible by sustainable modes of travel such as walking, cycling and public transport. Therefore it is reasonable to expect that a number of trips to and from the site, could be undertaken by these modes. |

The proposed objectives have been chosen to reduce the number of single occupancy car journeys as much as possible. It should be noted that the proposed development is a car dealership and therefore it is expected that some staff will be able to drive cars for their journeys to and from work. |
